HANOI, January 19. /TASS/. The threat of terrorism in the Asia-Pacific region is still high, but in recent years in the fight against it has had some success. This was stated by Chairman of the Federation Council Committee on international Affairs Konstantin Kosachev, speaking Friday at a plenary session devoted to policy and security issues held in Hanoi the 26th session of the Asia-Pacific parliamentary forum (APPF).
“In recent years in this direction have been some successes. First of all, we are talking about the task of combating the armed terrorist gangs in Syria. This has allowed to start withdrawal of Russian troops to their permanent deployment,” – said the MP.
He stressed that the fight against terrorism can be successful only with broad international cooperation. “It should be aimed at addressing the conditions conducive to the spread of terrorism, extremism and radicalism, including confronting their ideology,” – said Kosachev. This work is important to involve representatives of civil society, religious leaders, authoritative media, business and expert circles, he says.
Kosachev added that the expectation is that the nuclear missile programs of the DPRK can be stopped solely by the pressure wrong and so hopeless. According to the Senator, during the time elapsed since the previous session of APPF, the situation in the sphere of security in the Asia-Pacific region continued to be volatile, primarily due to the escalation of tensions around the Korean Peninsula. “Recently this issue has escalated and is on the verge of a large – scale conflict”, – said Kosachev.
He pointed out that Russia, like other members of the global community “will not tolerate missile and nuclear adventurism of North Korea and flagrant violation of the resolutions of the UN Security Council”. However, the MP drew attention to the inadmissibility of escalation of tensions and military confrontation with the United States and its allies. “Of particular concern is the implementation of U.S. plans to deploy elements of a global missile defense system in the region. These measures could have a devastating impact on security in the Asia Pacific region,” says the Senator.
Kosachev also noted that the settlement of the problem of the Korean Peninsula is possible only through political and diplomatic means. “A good basis for this is the Russian-Chinese road map for the settlement on the Korean Peninsula. This document is intended to promote a gradual reduction of tensions, the establishment of a mechanism of lasting peace and security,” he said.
According to the Senator, the Russian parliamentarians intend to work constructively with all States parties of the Asia Pacific parliamentary forum to strengthen peace and security in the Asia-Pacific region.
“We are convinced that the architecture of security and cooperation in the Asia Pacific region should be based on the principles of the rule of international law, indivisibility of security, peaceful settlement of disputes, non – use of force or threat of force,” – said Kosachev.
According to him, the Russian side is convinced that the strengthening of security in the Asia Pacific region should not happen at the expense of increasing the explosive potential of closed military-political blocs. “Strengthening of security should occur in the region as a whole, in a transparent, inclusive manner,” stressed the Senator. In this regard, he noted the importance of dialogue on the security architecture in the Asia Pacific region, which began in the framework of the East Asia summit and at the present time is systematized at the site of the headquarters of the Association of South-East Asia in Jakarta.
The head of the Federation Council Committee on international Affairs expressed confidence that parliamentary diplomacy is a very popular tool of international politics, can contribute effectively to the strengthening of trust between States and the search for compromise solutions to pressing international problems. “This year we celebrate the 25th anniversary of the founding of the Asia Pacific parliamentary forum. It is reasonable to say that over the years, APPF has become an effective platform for parliamentary dialogue on topical issues of global and regional development”, – said Kosachev.
