Matvienko: Congress in Sochi made a good start to a peaceful life in Syria

MOSCOW, January 31. /TASS./ Congress of the Syrian national dialogue, held yesterday in Sochi was a good beginning for establishing peace in Syria, the speaker of the Federation Council Valentina Matvienko.

“I think that it should be a very good start to a peaceful settlement, peace process in Syria,” – said Matvienko reporters Wednesday. According to her, the fact that it was attended by special envoy of the UN Secretary General on Syria Staffan de Mistura, the delegation of Iran, Turkey, Kazakhstan, said “the legitimacy and importance of this event, and that the guarantor countries of the peace process ready to assist in its establishment”.

Matvienko said that no one dictates and does not impose his opinion. “Russia considers its main task to create conditions for it to make the peace process. To the Syrians themselves agreed on what should be the country, its structure, reforms. This is important,” said speaker of the Federation Council.

In her opinion, this process will not be easy. “It was not easy. Many accumulated contradictions what to expect miracles that sat down and agreed, and tomorrow everything will be fine, it is not necessary; it will be a difficult, time-consuming, lengthy process – step-by-step compromise between the opposition and the authorities, between the different regions of Syria. But it is necessary, that is the only condition of ending the war,” – said Matvienko.

“We will continue such efforts in order to support this process. I think this is a great success of Russian diplomacy,” – said the head of the upper house of Parliament. According to her, to plant for a negotiating table representatives of authorities, opposition, different segments of the population is a very difficult task and a great success.

“It is, in fact, turned out for the first time on such scale, where the Syrians themselves without interference this process provided the opportunity to negotiate the future of Syria. Most importantly, they had the opportunity to discuss and unanimously advocated for the integrity of Syria, for the preservation of the sovereignty of Syria, and all agreed that we need a constitutional Convention, we need the joint work on the new Constitution and next steps leadership selection and so on,” – said Matvienko.

The results of the Congress

Members of Congress of the Syrian national dialogue in Sochi adopted a statement of 12 points, which outlines the views of the Syrians in the future of their country. It notes that Syria needs to maintain the sovereignty and territorial integrity, and its future can be determined only by the Syrian people through elections. The Syrians also asked the UN Secretary General with the request to assist in the organization of work of the constitutional Commission, whose mandate will be defined in the framework of the Geneva process.

Members of Congress agreed to start work on the revision of the Constitution in order to prepare a legal basis for post-war structure of the country, and appealed to the world to help the restoration of Syria, destroyed a seven-year civil war.

In addition, in a joint statement at the end of the Congress, the participants reaffirmed their commitment to the territorial integrity of Syria, the fight against terrorism and religious fanaticism. The participants also called for the creation of a unified army and for the holding of free elections that determine the future of the country.
