TASHKENT, March 27. /TASS/. The situation in Afghanistan is deteriorating due to the growing activity of the Taliban and militants of the terrorist group “Islamic state” (banned in Russia – approx. TASS). This was stated on Tuesday the Minister of foreign Affairs of the Russian Federation Sergey Lavrov, speaking at the international high-level conference on security in Afghanistan “peace process, cooperation in the sphere of security and regional cooperation” in Tashkent.
“The situation in Afghanistan continues to deteriorate, he said. – In the absence of an intra-Afghan political process, the Taliban (banned in the Russian terrorist group “Taliban” – approx. TASS) fully or partially controls up to half of the country is actively fighting organized sabotage. Of particular concern is the growing penetration of the so-called “Islamic state”, especially in the Northern provinces of Afghanistan, bordering with the CIS countries”.
“There are strong points of the training came from Central Asia, Russia and other countries. We see this as a direct threat to regional and international security,” Lavrov said.
According to the Minister, another major challenge emanating from Afghanistan remains a drug crime. “According to the UN office on drugs and crime, last year in Afghanistan once again recorded the highest rate of poppy production. Afghan heroin provides significant financial support to the terrorists and extremists in Afghanistan, and increasingly beyond it,” – said the head of depodesta.
To achieve a stable peace in Afghanistan is possible only by starting a constructive dialogue between the authorities and the Taliban, said Lavrov. “It is clear that the conflict cannot be resolved by force, what would be the strategy on this account neither taken in foreign capitals. Only through the launching of a constructive dialogue between the Afghan government and the Taliban is possible to achieve genuine peace and stability.”
Lavrov noted the importance of regional efforts for settlement in Afghanistan. “How could you not make, recipes from afar, not taking into account the local traditions and specifics, not only do not help but harm,” – said the Minister.
“Underlying the “Moscow format”, as well as the movement of the Contact group SCO – Afghanistan the principle of priority regional representativeness, honest and equal partnership of all the key players best suited to the task of starting an intra-Afghan dialogue on peace,” he said.
To facilitate an intra-Afghan negotiations and develop a common regional approach to settlement in Afghanistan, Russia has initiated informed the creation of the “Moscow format” consultations. In the last meeting, which took place in April 2017, was attended by representatives of 11 countries: Russia, Afghanistan, India, Iran, Kazakhstan, Kyrgyzstan, China, Pakistan, Tajikistan, and Turkmenistan. In October of the same year resumed the work of the Contact group SCO – Afghanistan, which were suspended in 2009.
