FAS has fined “Gazprom” on 211 million roubles


MOSCOW, may 17. /TASS/. The Federal Antimonopoly service (FAS) Russia has fined “Gazprom” and OOO “Gazprom Mezhregiongaz” is 211 million roubles and 412 thousand respectively for non-competitive agreement in the framework of approval of the program of development of gas supply and gasification of the Samara region for 2016-2020. This is stated in the message Department.

In may 2017, the FAS recognized the Governor of the Samara region, the Ministry of energy and utilities of Samara region, the group “Gazprom” and OOO “Gazprom Mezhregiongaz” has broken the law on protection of competition. “Given that at the time of bringing to administrative responsibility of “Gazprom” and OOO “Gazprom Mezhregiongaz” performed the order of the FAS in full, the penalty to “Gazprom” amounted to 211 million rubles, “Gazprom Mezhregiongaz” – 412 thousand rubles”, – stated in the message of FAS.

The FAS explained that under current law, for violations committed by the companies, there is a penalty of from two thousandths to two hundredths of the amount of a revenue of the offender from sale of goods (works or services) on the market which committed an administrative offence if it is committed in the market, the implementation of which is carried out at regulated prices (tariffs).

“The FAS combines the functions of the Antimonopoly authority and regulation of tariffs. The adoption of measures of Antimonopoly influence prevented the construction of inefficient distribution infrastructure. In turn, this limits the rate of growth of tariffs in the region”, – quoted the Deputy head of FAS Russia Anatoly Golomolzin.
