Lavrov: international assistance to Syria should not furnish the political conditions

MOSCOW, July 4. /TASS/. All international actors should provide humanitarian aid to Syria, not trying to beat its political conditions. This was stated on Wednesday the Minister of foreign Affairs of Russia Sergey Lavrov at press conference following talks with Jordanian counterpart Ayman al-safadi.

“We are convinced that all international players who have such opportunities, should assist in addressing these challenges in the Syrian Arab Republic, not trying to furnish such assistance to any political conditions”, – said the head of the foreign Ministry.

“Russia has repeatedly talked about the need to lift the unilateral sanctions that Western countries have imposed against Syria, sanctions that prevent the establishment of normal economic infrastructural conditions for the return of refugees”, – Lavrov reminded.

The Russian Minister has noticed that Russia and Jordan agree that refugees need to provide humanitarian assistance and what you need to take measures that “facilitate and expand the delivery.” “To create in the liberated areas of favorable conditions for return of refugees, he added, requires a large-scale international assistance aimed at restoring socio-economic infrastructure and create jobs.”

The agreement on the South area of de-escalation

The agreement between Russia, Jordan and the United States for the southern zone of de-escalation in Syria must be implemented, Lavrov said.

“We noted the need to implement the agreement on the South area of de-escalation – the agreement that was reached between Russia, Jordan and the United States – in all aspects, including the continuation of uncompromising struggle against the terrorists of the so-called “Islamic state” and “Dzhebhat EN-Nusra” (both the terrorist group banned in Russia – approx. TASS), which control about 40% of the territory of the southern zone of de-escalation”, – said the Russian foreign Minister.

Washington is not always possible to negotiate with groups of the Syrian opposition about their disengagement with terrorists in the South area of de-escalation, said Lavrov. He recalled that the Americans had committed themselves to negotiate with their controlled opposition groups to disengage with terrorists. “Not always it turns out. Moreover, a number of groups who cooperate with the Americans, join jabhat an-Nusra (banned in the Russian terrorist group – approx. TASS), participate in joint operations,” he said.

Agreement on the South area of de-escalation provide that there will be not Syrian forces, Lavrov said.

“The agreement in this district [the southern area of de-escalation in Syria] already exists, it was enshrined in the decisions taken by the presidents [Vladimir] Putin and [Donald] trump at the meetings in Hamburg in July of last year and in da Nang in November last year. Then these solutions were supported with the participation of Jordan. These decisions involve a sequence of actions, which in this area will not remain not Syrian forces,” – said the head of the foreign Ministry.

The Russian Minister stressed that in the end the Syrian army will control the border with Israel and “there will be no concessions in the area groups “dzhebhat an-Nusra” and “Islamic state” (IG; both banned terrorist groups).

“That part of the arrangements, which depended on the Russian Federation, to a large extent fulfilled. Now we are talking about the fact that the partners did what they pledged in the framework of the two agreements last year”, – said Lavrov. Moscow, Washington and Amman in July 2017 agreed on creation in the South-West of Syria zones of de-escalation, which has included the three most southern provinces: Daraa, Quneitra and as-Suwayda. Joint clearance in raqqa

USA has not yet responded to Russia’s proposal to hold a joint de-mining operation in the Syrian raqqa. Lavrov recalled that in Raqqa are still unable to return civilians from ongoing mine risk education. “All of our proposals, including his American colleagues to organize joint de-mining operation and thereby create conditions for the return of civilians have not yet found a positive response”, he said.

The situation in raqqa, under the control of the coalition forces led by the US, remain tense. The presidents of Russia and USA Vladimir Putin and Donald trump at the meeting on 16 July in Helsinki to discuss in detail the situation around Syria, including the situation in the South of the country, said Lavrov.

“The whole Syrian issue will probably be discussed in Helsinki” – said the Minister.
