The state Duma Committee approved the idea of punishing legal persons for foreign bribery against Russia


The implementation of the bill will allow for the application of the code of administrative offences in all cases where an offence outside of the Russian administrative offences affecting the interests of Russia, is spoken in the message.

MOSCOW, 8 Oct. The constitutional Committee of the state Duma recommended Thursday the lower house of Parliament to approve in the first reading a government bill providing for the application of foreign liability of legal persons for the bribery, if it is directed against interests of Russia.

The bill proposes to Supplement the Code on administrative offences of the provision according to which the legal entity for the illegal remuneration outside the RF is subject to administrative responsibility if the offence directed against the interests of Russia, and also in cases stipulated by an international Treaty of the Russian Federation, if the legal entity has not been involved for appropriate actions by criminal or administrative responsibility in a foreign state.

Also article of the administrative code is proposed to add a new part that establishes that the foreign legal entity who has committed bribery directed against interests of Russia, outside the Russian Federation, is subject to administrative responsibility on General grounds.

“The implementation of the bill will allow for the application of the code of administrative offences in all cases where an offence outside of Russia an administrative offence under article 19.28 of the administrative code and affecting the interests of Russia”, — stated in the message.

The bill was considered and approved at the government meeting on August 13, 2015. It was developed by the Ministry of justice in implementation of the National anti-corruption plan for 2014-2015, approved by the decree of the President of the Russian Federation.
