The Russian foreign Ministry: the Practice of “joint nuclear operations” NATO is violating the non-proliferation regime


MOSCOW, October 12. The practice of “joint nuclear missions” to the countries-members of NATO ran counter to the Treaty on the nonproliferation of nuclear weapons (NPT). As have informed in the Russian foreign Ministry, this was stated during the General debate in the first Committee of the 70th session of the UN General Assembly Director of Department for non-proliferation and arms control of the Russian foreign Ministry Mikhail Ulyanov, head of the delegation of the Russian Federation.

“Despite the agreement on the Iranian nuclear program, there remain serious challenges in the sphere of non-proliferation, he said. – In addition to the nuclear issue on the Korean Peninsula in this context it is to highlight the continuing practice of “joint nuclear missions” to the countries-members of NATO in violation of the obligations under articles I and II of the NPT. The Russian diplomat drew attention to the fact that “the U.S. intends shortly to modernize nuclear warheads, placed by them in Europe, and European countries on whose territory they are planning in the near future to upgrade its fleet of aircraft to deliver these nuclear weapons”. “Thereby violating non-proliferation obligations acquire, in effect, a continuing character”, – the diplomat added.

“Contrary to official statements of the U.S. side that with the elimination of the so-called Iranian threat disappears and the motives for the deployment of a missile defense system on the European continent, the euroabm project is implemented in the same volume – continued Ulyanov. – Was put in motion the thesis of preserving some sort of “missile threats” allegedly does not allow to deviate from the previously approved missile plans.”

The Russian Federation has prepared the Declaration of the UN General Assembly on arms control

Russia stands for the adoption of a special Declaration of the UN General Assembly on arms control and disarmament, said Ulyanov.

“We believe that in conditions when the entire package of agreements on arms control and disarmament may be at risk, it is necessary to pay special attention to the task of strengthening global strategic stability as a fundamental principle of international security and essential preconditions for the reduction of armaments, – the diplomat said. – We are convinced that there is a need to adopt special Declaration of the UN General Assembly on this matter. The Russian Federation has prepared a draft document”.

Ulyanov said that the Russian delegation plans to hold intensive consultations with all interested States on this issue, including on the sidelines of the current session of the first Committee.

Moscow urges the US and Romania to abandon plans for setting up “MK-41”

As stated Ulyanov, placing the object on American missile defense in Romania installations of vertical start-up “MK-41” will be a blatant violation of the Washington Treaty on intermediate-range and shorter-range nuclear forces (INF).

“We call on the governments of the USA and Romania to realize the full measure of their responsibility for such developments and, before it is too late to abandon these plans,” he said.
