The new law establishes administrative responsibility for disobedience to the activities of officials, exercising state financial control. Violation will result in a warning or the imposition of a fine in the amount from 500 to 4 thousand roubles.
MOSCOW, 13 Oct. The state Duma meeting on Friday adopted in the third reading the law, amplifying the powers of the accounts chamber of the Russian Federation.
In particular, the law establishes administrative responsibility for disobedience and perception of the legitimate activities of officials, exercising state (municipal) financial control, and for failure to comply within the prescribed period the legal provisions for the authority of the municipal financial control. The above officers shall be empowered to draw up reports about administrative offences data. It is expected that the violation will result in warning or imposition of an administrative fine on citizens in the amount from 500 to 1 thousand rubles, for officials — from 2 to 4 thousand rubles.
To the Federal law “On the accounts chamber of the Russian Federation” imposes additional responsibilities relating to the implementation of information exchange of data on persons brought to administrative responsibility, with the Federal body of Executive power exercising functions on control and supervision in financially-budgetary sphere, in the manner prescribed by the cooperation agreement.
It also specifies requirements for the instruction of the accounts chamber, and also sets that on the action taken on the compliance with the provisions the chamber shall be notified in writing by the head of the audited entity or the person fulfilling its duties.
Commenting on the consideration of the third reading of the Head of the constitutional Committee of the state Duma Vladimir Pligin explained that the last time the accounts chamber of the Russian Federation, control authorities of the Russian Federation, municipalities, extensive work related to systematization, the preservation of budgetary funds, ensuring proper placement of budgetary funds.
“In this situation extremely important to strengthen the powers of the accounting chamber, to determine exactly how must be fulfilled the requirements of the accounting chamber, in particular, to determine the responsibility of those organizations, entities that are controlled by the accounts chamber, to react to requirements of the accounting chamber, in a timely manner to give full and comprehensive answers,” he said.
According to him, this will help the systematization of the budgetary process, will make the work carried out by the control bodies, efficient and consistent.
