The draft law developed by deputies from the Communist party, provided that the government of the Russian Federation will be granted the right to set the resolution on the admission of foreign goods, works and services, if there is no adequate replacement.
MOSCOW, 13 Oct. The state Duma on Tuesday at the plenary session rejected in the first reading the draft law limiting the purchase of foreign goods and services.
The document was prepared by a group of deputies from the Communist party. The draft law also stipulated that the government would be empowered to set the resolution on the admission of foreign goods, works and services, if there is no adequate replacement.
The profile Committee of state Duma for economic policy notes that the deprivation of customers the possibility of concluding contracts for the supply of the product concerned directly with its manufacturers means the inevitable emergence of network of intermediaries and, as a consequence, unjustified rise in price of contracts.
In addition, the Committee recalls the adoption in the current year the law introducing a ban on the conclusion of state and municipal contracts with companies registered in offshore jurisdictions. It was therefore proposed to reject the draft law of Communists.
