Fcsd explained the downgrade of the heads of Crimea and Sevastopol


The reduction of the rating of heads of regions of the CFD due to the introduction of methods of evaluating the effectiveness of the new authorities of the two reduction factors: the NUMBER of factori factor of affiliation, said the head of the Crimean branch of the Fund of civil society development in Simferopol, Natalia Kiseleva.

SIMFEROPOL, 15 Oct. The downgrade of the heads of Crimea and Sevastopol is not a natural tendency for the entire list of governors and was the result of the factor of affiliation, estimating the degree of involvement in the activity of business structures of the region, said the head of the Crimean branch of the Fund of civil society development in Simferopol, Natalia Kiseleva.

In the 10th study, prepared by Fund of development of civil society, officials of both ratings fell by 5 points. They caught 29-m and 50-m locations list, respectively. In this case, both the Governor joined the group a high rating.

The reduction of the rating of heads of regions of the Crimean Federal district is connected with the introduction of methods of assessment of efficiency of the authorities of the two new reduction factors: NUMBER of factor, based on the violations during the elections, and the factor of affiliation, indicating the relationship of the head of region and members of his team with businesses, said Kiselyov.

“The election campaign in Crimea and Sevastopol was not, PREVIOUS factor could not influence the rank, but the factor of affiliation has influenced the reduction of their rating. They both lost by 5 points because of this reduction factor”, — said the Agency interlocutor.

The factor of affiliation was based on official reports from law enforcement agencies about the facts of corruption activity of the members of teams of heads of regions, as well as media reports and public organizations, including Popular front for the business interests of officials, said Kiselyov. She also noted that the downgrade of the heads of Crimea and Sevastopol is not a law.

“In the previous one, the ninth, the ranking had five newcomers — the heads of Crimea and Sevastopol, as well as the acting of the Sakhalin region, Amur and Jewish Autonomous regions. If Aksenov and Menyailo in the 10th ranking has worsened its position, the rating of the Governor of Sakhalin has not changed, and the position of the governors of the Amur region and the Jewish Autonomous region in General has improved,” said Kiselyov.

Methods the 10-th rating Fcsd built on the basis of five thematic modules. The first (basic) module integrates sociological research of Fund “Public opinion” and peer review. The second module based on the data of Rosstat. In the third module evaluates the indicators of social well-being of regions of Russia. The fourth module is based on an assessment of the economic situation in the RF subjects. The fifth module examines the media component of the activity of heads of regions.
