The percentage of the unused state-owned funds accrues to the budget


The Minister of Finance of the Russian Federation Anton Siluanov said that the Ministry is preparing the relevant proposals, when unused funds allocated to the state in authorized capital will be centralizata on the Treasury’s accounts.

MOSCOW, 19 Oct. Income in the form of a percentage of the unused state corporations budgetary funds placed on Bank accounts in 2016 will be credited to the Federal budget. This was announced by the Minister of Finance of the Russian Federation Anton Siluanov at the meeting of the state Duma Committee on budget and taxes.

“Now we are preparing the relevant proposals, when unused funds allocated to the state in the authorized capital, to centralize the accounts of the Treasury. And, in fact, be used to ensure that the state earned on that money, the Treasury was placed, not companies used them as their sources of income, the interest from these funds”, — he told, answering questions of deputies.

The Chairman of the budget Committee Andrey Makarov before it asked what proposals for corporations of unused budget funds in the draft budget 2016. “Maybe some mechanism of return that interest if they do not use, has not paid the company, and in the budget,” he said.

“It’s just weird, we support you, they lie on Deposit accounts, and seems to be nothing we can do. Maybe then cease the practice of entering into authorized capitals, if there is nothing to do with them,” the MP said.

Siluanov also noted in this regard that “the enumeration in the authorized capital from the budget should be for a specific need”. “Such legislative approaches, we have prepared and will submit for consideration”, — he added.

Earlier on Monday Siluanov at the meeting noted that the state budget in 2016, most likely, will not receive additional proceeds, and if such funds are and will be, recipients of budget funds in any case it is not necessary to count on them as they will be directed on compensation of the budget deficit.
