GENEVA, 21 Oct. Ukraine requested consultations in the WTO on the question of the supply of railway equipment in Russia, which is the first step in the process of convening the arbitration of the world trade organization, said a source familiar with the situation.
According to him, Ukraine claims related to the fact that since the end of 2013, certificates of valuation of railway equipment, which Ukraine supplied to Russia has been cancelled “without any explanation, and new orders were rejected.” According to Kiev, this means that the number of railway materials of Ukrainian products supplied to Russia, was actually forbidden to import to Russia.

The request for consultations is the first step to start a convocation of the Committee on WTO dispute settlement. The answer of the second party must be provided within 10 days after official notification of the request. Country-the defendant must also participate in the consultations within one month from the date of receipt of the request. The maximum period of consultations is 60 days from the date of filing the request, unless both parties decide to extend the discussion or to complete them.
If the parties are unable to resolve the problem during the discussions, the claimant is entitled to request the convening of a Committee on WTO dispute settlement to ensure the matter was resolved by independent experts.
