Execution of regional budgets for the year will have a deficit, said Finance Minister of Russia Anton Siluanov. He noted that most regions will reduce their budgets with the deficit, but the deficit should be lower than last year.
MOSCOW, 27 Jan. The deficit of the consolidated budgets of Russian regions in 2015 will be lower than last year, said the head of the Ministry of Finance of Russia Anton Siluanov.
“We expect that the execution of regional budgets for the year will be scarce, the majority of regions, of course, will reduce their budget deficit, but the deficit should be lower than last year”, — said Siluanov, speaking at the parliamentary hearings in the Federation Council.
These findings Minister made on the basis of data on execution of budgets of regions for the last period of the current year: according to him, the execution of consolidated budgets of subjects of the Russian Federation for 9 months of the year characterized by growth in revenues of 8.2% with a total increase in spending of 4.7%.
The surplus of consolidated budgets of regions for January-September amounted to 380,8 billion rubles, which the Ministry of Finance gives reason to predict a decrease in the deficit of regional budgets by the end of this year to 39.1 billion rubles, compared with 2014 year to 430 billion rubles.
The growth in the total revenues of the consolidated budgets of regions, according to the Finance Ministry, 2016 will amount to 4.7%, the cost will increase by 4.3%. The deficit in 2016 is projected in the amount of 412 billion rubles.
Intergovernmental transfers in 2016 will remain at the level of 2015 with the additional financial assistance that has been provided in the current year, within realization of anti-crisis plan of the government.
