VIENNA, October 29. The Russian foreign Minister Sergei Lavrov will go on 29 October in Vienna to participate in multilateral meetings on the conflict in Syria. It is expected that the negotiations would take two days: on Thursday evening will host a meeting of foreign Ministers of Russia, USA, Saudi Arabia and Turkey, and on Friday they will be joined by representatives of other leading world powers and regional States. According to the British foreign office in Vienna will be presented by 13 countries.
The participants did not specify whether they have any other contacts during his stay in Vienna, however, as a General rule, these talks are accompanied by bilateral meetings. So, on October 23, when in the Austrian capital hosted the first meeting of the Vienna Quartet, Lavrov held separate meetings with U.S. Secretary of state John Kerry, foreign Minister of Jordan Nasser Godoy, EU high representative for foreign Affairs and security policy Federica Mogherini and the owner of the site, foreign Minister of Austria Sebastian Kurtz.

As stated in the first meeting, Adel al-Jubayr, the only contentious issue was the fate of Syrian President Bashar al-Assad. According to him, Riyadh sees no place for him in Syria’s future. Russia, as once again following the meeting in Vienna confirmed Lavrov, insists that to decide the fate of Syria’s President Bashar only the Syrian people.
At the end of the discussions on 23 October, Lavrov also pointed to the need to expand the circle of participants in negotiations on Syria, including at the expense of the permanent members of the Security Council and the States of the region, primarily Egypt and Iran. The optimal number of groups on the outside to promote the Syrian settlement, said Russian Minister, would be from 10-12 and associations. Thus, a new meeting is held in full compliance with the Russian position: it involved 13 States, including Iran and Egypt.
Friday, 13 Ministers

The meeting involved a number of States in the region, including those who have traditionally attributed a significant role in the Syrian conflict, including through the support of the opposition – Saudi Arabia, Qatar, Turkey. Are present in almost all members of the UN Security Council, the only exception is China. You might also notice that the Friday meeting will be attended by practically all countries (except, again, China) in June-July of 2015 gathered here in Vienna to address issues of the Iranian nuclear program. Their experience of compromise can be very valuable to solve other global problems – the war in Syria.
The objectives are clear
An important theme of the meetings will be coordination of efforts to combat terrorism. The main tasks of Russia here is to define the goals to strikes on extremist militants, as well as the interaction with the Patriotic opposition groups, ready to confront the terrorists.
Countries that support the opposition in Syria, probably will try to raise the issue of Assad’s removal. About such intentions stated by the foreign Minister of Saudi Arabia.
The main task is to promote the formation of a representative delegation of the Syrian opposition that could take part in negotiations with the government. Russia and Egypt already has experience in this area. The creation of such representative groups were also discussed during Lavrov’s contacts in Qatar in early August (in addition to the head of the Qatari foreign Ministry, in the meetings attended Kerry and al-Jubayr). It is possible that in Vienna then started work on the preparation of the lists of the opposition delegation will continue.
