On the discussion of the draft budget for 2016 “United Russia” will propose to start to find “internal reserves” to solve the problem of assistance to the Russian regions.
WASHINGTON, 30 Oct. The faction “United Russia” in the state Duma intends in the discussion of the draft budget for 2016 to start a search for “internal reserves” to increase aid to the regions of the Russian Federation from the Federal budget, said the first Vice-speaker of the lower house of Parliament, the “United Russia” party Alexander Zhukov.
“Overall, I think it would be a very serious discussion in-aid from the Federal budget. I think this is a very critical point, because a very large debt of regional budgets, and will focus on increasing aid,” said Zhukov in an interview with RIA Novosti.
“This, in turn, transfers the loans, because they (the regions) all leveraged in commercial banks”, — he explained.
Zhukov noted that deputies will be looking for “some inner reserves” to solve the problem of assistance to subjects of the Russian Federation.
“The government shall establish a specific reserve Fund (to provide assistance) depending on the situation, as this year. Now here adopted amendment (budget) 2015, has allocated 140 billion rubles for assistance to the regions. Here and there, I think maybe this scheme”, — said the first Vice speaker.
Zhukov, who heads the Russian Olympic Committee, took in Washington part in the meeting of the Association of national Olympic committees.
The draft budget for next year was submitted to the state Duma on 23 October. The income 13,738 trillion rubles, expenses — 16,098 trillion rubles. The budget deficit will be at 2.36 trillion rubles, or 3% of GDP. The document for the following year drawn up on the basis of the inflation rate not exceeding 6.4 per cent.
