The task of politicians – formation rules, and the execution of these rules is the task sectors of the economy, said a member of the economic Committee of the Federation Council Nikolay Vlasenko. He noted that among the officials there is hardly altruists who agree to work for the Corporation for free.
MOSCOW, 5 Nov. Introduction of officials in governing bodies of subsidiaries of state corporations is impractical at the time was accepted the correct decision to separate civil servants from the operational asset management, said Thursday the member of the economic Committee of the Federation Council Nikolay Vlasenko.
The bill the Ministry of economic development, under which three years is proposed to allow civil servants to participate in the management of economic entities on a Pro Bono basis, posted on the portal of preparation of normative legal acts.
“I think it is inappropriate. What is free work? It seems difficult to imagine such number of altruists who are willing to work for the sake of working and for effect,” — said Vlasenko. He thinks positively on the quality of management companies, this solution will not be affected.
“It was right at the time, decided to branch officials from operational asset management. The government is forming policies and rules, and the enforcement of these rules is the task of other sectors of the economy,” the Senator said.
He stressed that participation everywhere, in any possible fields of activity of the officials is wrong. “He will spend the time that he, maybe, needed to develop more important strategic things. He is neither there nor not there to really work. And show me a positive example of participation of officials in activities of commercial companies”, — said the MP.
He stressed that in this case, “the official should be called an entrepreneur”, as he participates in the activities of the company, where the main indicator is the net profit. According to Vlasenko, it will be “surrogate members of the Board of Directors.”
According to the Senator, the only savings of the state in this case — it saves on the salary of a civil servant involved in the management of the company. “But the effectiveness (of their work) will be very economical”, — believes the parliamentarian.
