The Ministry of construction and housing is planning to introduce strict rules for the subjects of the Russian Federation in which the regional leaders will calculate the minimum payment for the repair of common property in apartment buildings, said the Deputy head of Ministry Andrey Chibis.
“We will introduce rules, as is a fee, and these rules are strict, but not in the form of guidelines, as it is now,” he said.
According to the Lapwing, the Ministry of construction proposes to give the Agency the authority to overrule the decision regions for the minimum fee if they are adopted with violations of these rules.
It may be a situation that in some regions the amount of minimum payment will decrease, said the lapwing. “Somewhere, on the contrary, it may happen that, based on the calculations, the governors will be forced to improve, or to remove additional works from the mandatory list, either to co-Finance the system repaired,” he said.
In December 2012 the state Duma adopted a law providing for the establishment of regional systems of major repairs of common property in apartment buildings, based on funding at the expense of the owners of the premises. The first regional systems began in 2014. To create a systems overhaul regions should adopt a program overhaul, install the fee to homeowners for the repair, as well as create operators, who drives the contributions of the owners. The residents of apartment buildings can choose the method of payment for major repairs on the special account at home or through regional operator.
