The adoption of the proposed bill on amendments to the Charter of Arkhangelsk oblast in two readings have voted 52 deputies, against – two, and two abstained.
According to the law introduced an independent office of the first Deputy Governor, Chairman of the government. This will result in the separation of powers – the Governor will fulfill the strategic and political functions, and the Prime Minister will address tactical and operational (economic) under the authority of Executive bodies.
“The Governor will manage all activities of the Executive branch and to bear for it responsibility. Risks of dual subordination does not exist”, – said the Governor Igor Orlov. “The level of staff responsibility remains in the hands of one person (the Governor – ed.)”, he added.
The Prime Minister will be appointed by the Governor in consultation with allabroad. The act retains the authority of the Governor to send the government in resignation, and on its own initiative to dismiss the first Deputy, which also leads to the resignation of the government.
Such a vertical of Executive power, according to the developers, will allow to improve the system management region, to optimize the structure of government, increase personal responsibility, and to promptly resolve current issues which require daily monitoring of their implementation. A similar model of governance (where the government is led by the first Deputy Governor – ed.) already exists in some regions, in particular, Krasnoyarsk, Tula, Orel and Astrakhan regions.
Igor Orlov was elected Governor in September. After he sent the government in resignation and has announced that it will present its new structure.

It also became known that the post of the first Deputy Governor, the Chairman of the government of the Arkhangelsk region will be appointed Alexey Alsufiev, before holding a post of Deputy Governor on infrastructural development. This was reported on Wednesday to journalists by the Governor Igor Orlov.
“I will propose the candidacy of Alexei Alsufiev to the post of first Deputy Governor, Chairman of the government of the Arkhangelsk region” – said Orlov on the sidelines of the extraordinary session of regional Assembly of deputies. He noted that “the Prime Minister is a very high position”.
42-year-old Alexey Alsufiev in the position of Deputy Governor of the Arkhangelsk region for infrastructure development works from March 17, 2012. In the regional government he oversees a number of ministries and departments in the sphere of housing and communal services, fuel and energy complex, industry, construction and agriculture. Heads the regional Commission on emergency situations.
