MOSCOW, November 11. Private carriers knew in advance about the imposition of levies on trucks, and are now trying to affect decisions already taken.

Sokolov said that the decision to introduce fees for heavy trucks to implemented “in accordance with Federal law, which was passed by the State Duma in 2011”. “In June 2013, the government of the Russian Federation in its decree defined the main approaches to the administration of the system and the procedure for charging heavy goods vehicles”, – he noted.

“Whoever causes major damage to the road – and it is heavy vehicles, and should pay proportionally more as they pay for other infrastructure,” added Sokolov, – “Those who have been professionally and has been in business officially, legally, and not illegally, well aware that this is a fair measure.”

As previously reported, in Russia’s regions drivers of heavy vehicles held protests against the fees for trucks weighing 12 tonnes, which will begin on November 15. Penalties for nonpayment of tolls trucks on Federal highways will be charged in Russia with may 1, 2016.

The action involved hundreds of trucks were held in the suburbs, near Novosibirsk, Karelia, Udmurtia, Belgorod oblast and other regions, said the correspondents.

According to their estimates, among truckers and drivers of trade unions dominated by the desire to negotiate with the government about a smooth and gradual increase of toll on highways of heavy trucks.

Conditions relaxed

Carriers do not advocate the abolition of tolls on Federal highways.
