MOSCOW, November 12.The human rights center “memorial” is ready to bring the Charter into compliance with the law. This was stated by the head of the organization Alexander Cherkasov, commenting on the reports of the Ministry of justice issued the warning about the elimination of shortcomings and the drafting of Protocol about administrative offence.
“Really changed the law, really will need to collect the General meeting, to develop the Charter,” he said, noting that the warning itself of the office of the human rights centre has yet to be received. Cherkasov also said that does not agree with the Protocol on administrative violation. “They managed in my absence, October 6, to be addressed to the Protocol that the day before, on 5 October, I did not provide the documents, despite the fact that on 5 October I received the letter”, – said the head of the human rights centre “memorial”.
However, Alexander Cherkasov intends to seek explanations from the Ministry of justice in connection with contained, as he says, in the report of the Ministry of justice accusations against human rights defenders “in undermining the system.”
As reported in the press service of the Ministry of justice, in connection with the identified during a routine investigation of the human rights centre “memorial” issued an alert about the elimination of violations in the period up to 21 December 2015. In addition, the organization drawn up a Protocol on administrative violation provided for by part 1 of article 19.4 of the administrative code (“Disobedience to legitimate demands of officials exercising state supervision”).
Earlier in the Ministry of justice announced that a planned review in relation to the human rights center “memorial” has revealed a number of violations, as well as signs of the activity of NGOs-“foreign agents”. Thus in Department noted that the audit materials are transferred to Prosecutor’s office.
The newspaper “Kommersant” wrote that after the inspection main Directorate of the Ministry of justice the human rights center “memorial” was an official act, which allegedly claimed that the members of the human rights centre “memorial” undermine the foundations of the constitutional system of the Russian Federation, calling for the overthrow of the current government, the change of the political regime in the country.”
In the spring of 2013 the Prosecutor’s office ordered the human rights center “memorial” to register as NGOs – “foreign agents”. The organization unsuccessfully tried to appeal this decision in the courts.
