MOSCOW, 12 Nov. Candidates from United Russia, who will participate in the Duma primaries of 2016, their relatives and subordinates will be allowed to enter the regional audit Commission, informed by the Secretary of the party’s General Council Sergei Neverov at the plenary session of the national forum of local branches of party on Thursday.
“United Russia” on Thursday will be held national forum of local branches of the party devoted to the procedure of early voting before the upcoming Duma elections of 2016. The forum, organized at the initiative of the party Chairman and Prime Minister Dmitry Medvedev for the first time.
“All candidates should have equal conditions. But all of the counting Commission. The regulations will be necessarily a written rule by analogy with the law on formation of election commissions that members of the counting Commission will be not only candidates, but also close relatives who are living together, persons who are in direct submission of the candidate provisional voting”, — said Neverov.
With respect to the organizing committees, if the candidate later becomes a member, it will not contradict the legislation. “The organizing Committee will not take any decisions. Its function will be designated as the organizational”, — said Neverov.

Earlier in the party said that the tentative date of the procedure, a preliminary vote is scheduled for may 22. In mid-October, activists of the Supreme and General Council of the EP chaired by Medvedev adopted the draft provisions on the conduct of the primaries. The next step will be approval at the party Congress, which will be held in Moscow on 5-6 February. Start the primaries in February will give the Congress the second phase of which is scheduled for June. By this time, will be ready summarization protocols of voting, a list of independent candidates and regional lists.
