Moscow. November 13. The participants of the food market waiting for the supply of products due to run from November 15 of the system of charging trucks weighing more than 12 tons of tolls on Federal highways. System “Platon” run for the full operation, they say.
A number of major manufacturers of food products have already warned the retail network about possible supply problems, said sources in the market.
Part of the carriers, faced with the inability to meet the new requirements, will be forced to temporarily leave the market during the peak new year’s period, which will create a shortage of transportation services and will increase their value.
Consumers will pay
The rise in the cost of transportation can translate into increased retail prices. “Set the transition period of three months will not be allow to practice newly introduced a system of fees, and rate increase up to 3,06 roubles for 1 km since March 1, next year will increase the cost of freight traffic by 15-20%. This will lead to accelerating inflation by 2 percentage points (the Central Bank predicts for the next year of 5.5-6.5 per cent),” said the National Union of milk producers (Soyuzmoloko).
The representative of Russian division Coca-Cola Hellenic Bottling Company (exclusive bottler of Coca-Cola) predicts temporary, until the end of December, leaving the market about 20% of vehicles with allowed maximum mass exceeding 12 tonnes. This happens because of the unwillingness of the “Plato” and the lack of onboard devices of fixing of the route. This shortage of transportation, coupled with the cost of the collection will increase operating costs Coca-Cola HBC 100-150 million rubles a year, is expected in the company.
The introduction of the collection will entail growth of tariffs for transportation by 5-10%, which will negatively affect the General level of inflation in the country, said the representative of Coca-Cola HBC. “The rate increase may relate to roads and transport in connection with a substitution of the shortage of transport greater capacity,” he said.
The total increased cost of freight transportation for retail can be 14%, predicts the Association of retail companies (ACORT). New road tolls would affect the entire commercial range of trucks, particularly the transport of foodstuffs and essential goods and raw materials for their production, where the share of cargo tonnage by road is about 85%. Redistribution of some part of traffic from heavy-duty to light-duty or other modes of transport will lead to a significant increase in the cost of the final product, says the HSE.
According to the Association, the inevitable growth of prices for socially important food products of domestic production on average by 5%.
USDA sees the danger of disruption of supply of food in trading networks, as well as the preconditions for a significant increase in their value, said the representative of the Ministry. “The rest will depend on how quickly the carriers intend to implement the new standards and equip their cars with the necessary equipment,” he said.
The transfer of freight to rail is considered as an extreme measure: the cost of delivery by railway transport of cargo to a distance of less than 1.5 thousand km higher than by road, due to high tariffs in combination with overhead, noted in Coca-Cola HBC.
“Actions regarding the transportation of agricultural goods by rail require further study. Depending on further developments this work will be done in the shortest possible time”, – said the representative of the Ministry of agriculture.
Supplies under threat
Some manufacturers advised retailers on what their crisis logistics system will help ensure the continuity of supply in the horizon of one week. Beyond this horizon they are not guessing.
“We sent our partners an official letter stating that there may be difficulties with the transport companies can affect the timely delivery of our products for reasons beyond our control. In this letter we also indicated that every effort to minimize risks up to ensure that key partners-carriers onboard devices”, – said the representative of a large manufacturer of food products.
According to him, manufacturers, carriers and retailers two days before the beginning of work in the system detect a variety of problematic issues. First of all, not enough on-Board devices. The device “RT-invest the Transport system” (RTAS) – the operator of the system “Platon” – was supposed to begin issuing in October, many carriers begin to receive only from 10 November. New devices are available only in Central offices “Plato”, the Urals are expected before the end of November – beginning of December, says the spokesman.
While devices receive only large market participants holding not less than 300 vehicles at the same time, more than 60% of traffic falls on small and medium sized carriers with which large shippers work on the contracts these companies have been unable to get the device, the source said.
“We have received from our suppliers to give notice that they have increased risks associated with the care and discipline of a schedule of delivery of goods to our distribution centers. Everything in our distribution centres will be delivered, we are able to take out and now most are concentrated on this task”, – said the representative of X5 Retail Group Oleg Poletaev.
According to him, on our own fleet of X5 accounts for about 70% of the volume of delivery from distribution centers to stores. The retailer has received all the necessary devices, and by November 15 all the trucks will begin to operate under the new rules. The remaining 30% of traffic to perform the X5 attracted medium and small transport companies. Only 10-15% of their fleet got on-Board devices, said Poletaev. “Exactly the same problem occurs with other major manufacturers of food, beverages and dairy products, which should deliver products from their factories to our distribution centers,” – said the representative of the X5.
“We expect that in the coming days when we optimize supply chains will keep the situation under control, and our counterparties during this period will solve their problems on equipment, and the problem becomes global so that it was noticed by the buyers,” – said Poletaev.
Metro Cash & Carry does not expect disruptions in the provision of goods stores, said the retailer representative Oksana Tokareva.
Delivery in the shops of “Dixy” will be delivered on time and in full, promised a company representative Catherine Kamanina. “The company continues to retool its fleet. But to say that the system is now fully ready,” – she added.
“Raw” system
“Developers are in principle not carried out testing of the system”, – says the representative of one of the largest food suppliers.
The majority of market participants remain unanswered questions concerning the regulation of the new system, the charging process, the process of obtaining and route maps – all of this increases the risk of erroneous calculation of fines, which remain very high (for legal entities up to 1 million rubles). “The Ministry of transport is working on reduction of penalties for violations, but to release them on time in no time,” said one of the interlocutors of the Agency.
Deputy Minister of transport Evgenie Dietrich this week said that the unpaid fines for driving trucks from November 15, will be charged only in the Moscow region, on the territory of the rest of Russia from may 2016. “No Statute that this statement is not backed up, and meanwhile, the administrative code does not provide for selective application of established administrative liability, including on a geographic basis,” – said the representative of one of the major logistics companies. Moreover, the decision in principle seems to him strange, as conscientious doers of the law who have already registered in the system, will pay, and those who do not have time to do so – will be able to save money.
The launch of the new system of payment in advance, the growth of additional costs (the actual seizure of current assets, the costs to administer a new process inside the enterprises), the introduction of penalties for infringements, which, including, are of a technical nature, and refusal of the test period for the destabilization of the market, confident in Soyuzmoloko and the HSE.
“We had previously sent the request to set trial period, but that proposal was not heard”, – stated in Soyuzmoloko.
Problem collection
Russian authorities expect to collect tolls 12-tinnikov to 50 billion rubles annually. “Part of these funds – about 10 billion roubles will be paid RTAS for managing the system “Platon”, the rest planned to be spent to co-Finance road construction in the regions.
Initially, the establishment of a tolling system was planned in the contest, but later, Russian Prime Minister Dmitry Medvedev canceled the contest, and the only executor of the project awarded the company “RT-invest the Transport system”. According to the information database “SPARK-Interfax”, 50% of TITS belongs to the son of a businessman Arkady Rotenberg Igor and open company “RT-invest” (25,01% – at GK “rostec”, 74,99% owned by LLC “city Capital”).
The tariff system of charging fees until February 29, 2016 was set at the level of 1.53 rubles per kilometer traveled, from 1 March 2016 until 31 December 2018 – to 3.06 rubles.
It is assumed that truckers will pay the fare in advance. This fix passed by the truck the way you need to use the OBU system, which is registered in the system “Platon” carriers can get for free. The government is also allowed to use onboard and third-party devices running on GLONASS/GPS, but claims they have not yet established the Ministry of transport.
In addition, the payment may be settled by issuing a route map (it can be both paper and electronic).
If the toll collection system determines that the vehicle unit in the cab of heavy trucks there or that the owner of the truck has not acquired a route map, he will receive a letter with the receipt of the fine from the traffic police on 40 thousand roubles for individual entrepreneurs for the first violation (when repeated the penalty will be 50 thousand rubles), for legal persons – 450 thousand roubles and 1 million roubles respectively. Currently under consideration in the state Duma a bill on the introduction of a flat scale of fines for legal entities and physical persons to 150 thousand rubles.
Major foreign investors raised the issue of charging 12-tinnikov at the meeting of the Advisory Council for foreign investments (FIAC) chaired by Prime Minister Dmitry Medvedev on October 19. FIAC offered throughout the year to apply a zero multiplier card to test the system and to solve possible problems start-up phase of its operation, said a source.
Wednesday across Russia, a wave of protest actions of the carriers against the introduction of fees. The protesters demanded to change the method of calculating tariffs and the procedure for their payment. In connection with the introduction of a new collection, a number of carriers have already announced the 30% tariff increase for its services.
