Treaties with the UAE on cooperation in criminal matters submitted to the Duma


The Russian Federation and the UAE undertake reciprocally to extradite to each other by request persons on the territory of a party, for criminal prosecution or execution of sentence in the requesting party for crimes involving the issuance, stated in the explanatory note to the extradition Treaty.

MOSCOW, 16 Nov. President Vladimir Putin submitted for ratification to the state Duma the treaties between Russia and the United Arab Emirates on mutual legal assistance in criminal matters and extradition for criminal prosecution and execution of sentence should from the database of the chamber.

Russia has bilateral and multilateral international treaties on legal assistance in criminal matters and extradition with more than 70 States. Treaties with the UAE was signed on November 25, 2014 in Abu Dhabi.

“The parties undertake on a reciprocal basis and under specified terms to give each other on request the persons staying in the territory of one party, for criminal prosecution or execution of sentence in the requesting party for a crime subject to extradition. Under the crimes as extraditable offenses are acts that are in accordance with the legislation of both parties are criminal offences and carry a penalty of deprivation of liberty for a term not less than one year or more serious punishment”, — is spoken in the explanatory note to the extradition Treaty.

“Legal aid in criminal cases is provided if the act to which the request relates to a criminal offence under the legislation of both parties. The requested party may, at its discretion, provide legal assistance also in that case, if the act on which the request arrived, is not criminally punishable under its legislation,” — commented the Russian government Treaty on assistance in criminal matters.

The contract establishes the scope of mutual legal assistance in criminal matters, requirements as to the form and content of the request and the grounds for refusal.
