Russia has offered to restructure the debt of Ukraine at $ 3 billion. Condition is the provision of guarantees to the debt of the Kiev authorities the US or the EU.
KIEV, 16 Nov. The current government of Ukraine from the political point of view may not agree with Russia about debt restructuring, but may change their minds because of the position of the IMF and the US, says President of the Ukrainian analytical center Alexander Okhrimenko.
On Monday, President Vladimir Putin said that Russia has offered to restructure the debt of Ukraine at $ 3 billion, allowing it to repay 1 billion in 2016-2018, subject to the provision of guarantees for it from the authorities of the USA or the EU or one of the international financial institutions.
“As to the leadership of Ukraine, the Prime Minister and Minister of Finance, of course they do not agree with the political point of view. Just the political ambition of their rolls so that they will not be able from a political point of view to agree to any conditions of Russia. It’s nothing to do with the economy, but policy prevails. If the U.S. Embassy or the U.S. Ambassador would call the Prime Minister or the Finance Minister (of Ukraine — ed.), immediately on the second day the Ukrainian government will change its opinion and consent to the restructuring,” — said Okhrimenko.
According to him, Ukraine’s decision depends on the US and the IMF. “If the IMF or the US will say that we need restructuring, they will do it. If they say that it is not necessary, then they will not. That is here we have to distinguish between who makes the decision,” he said.
Russia in late 2013 bought Ukrainian Eurobonds for $ 3 billion maturing in December 2015, released on non-market terms (5% interest). The coupon on the securities is payable semi-annually and is $ 75 million.
