The essence of the claim that since 2013, Russia, according to Ukrainian side, unreasonably restricts the supply of wagons from Ukraine.
MOSCOW, Nov 17. Consultations between Russia and Ukraine on the suit of Kiev to the WTO on cars Tuesday failed and presumably will be held in early December, said the Director of the Department of trade negotiations Ministry of economic development Maxim Medvedkov.

Restrictions apply Kryukovsky railway car building plant, Dnipropetrovsk switch plant, “Azovzagalmash” and the Kharkiv machine-building plant.
In early November, first Deputy Minister of economic development of Russia Alexei Likhachev said that Russia offered Ukraine on 17 November to consult on this claim.
“Consultation has taken place, so as not agreed on today. Probably early December,” — said Medvedkov.
