The Chairman of state Duma Committee: discussion about the return of the death penalty in Russia is irrelevant

MOSCOW, November 18. Discussion on the return of the death penalty in Russia is currently irrelevant. This was stated by the Chairman of state Duma Committee on constitutional legislation and state construction Dmitry Vyatkin, commenting on the proposal of the LDPR.

“We have international obligations (a moratorium on the death penalty) that Russia has carried out in the framework of the Council of Europe. There are also several decisions of the constitutional court of the Russian Federation, which actually perpetuate the non-use of the death penalty in Russia. Those are the legal grounds that now make the discussion about the return of the death penalty is irrelevant,” said the MP.

However, he acknowledged that in the Russian society “there is a need for retribution.” “But to meet this public demand due to the return of the death penalty, in my opinion, unrealistic… it is more important to establish inter-departmental interaction and to propose measures, including using public participation to curb extremist activities and terrorist threats,” – concluded the Chairman of the Committee.

The proposal of the liberal democratic party

The LDPR in the Duma meeting again offered to return the death penalty for terrorists. This initiative was made by the first Deputy Chairman of state Duma Committee on physical culture Alexander shereen (LDPR), commenting on the conclusion of the FSB on the fact of a plane crash over the Sinai A321.

The attack A321: an investigation of the implications and $50 million for information on the culprits

“The LDPR will support the efforts of the Russian Federation on the territory of “planet Earth”. If something threatens the safety of our citizens, the enemy must be found and neutralized. Perhaps we should reintroduce the death penalty against persons who are related to terrorism”, – said the Deputy at the plenary meeting of the state Duma in the framework of the traditional “five-minutes” allotted factions for political statements.

With such initiative deputies of the liberal democratic party are not for the first time. So, the Deputy from the LDPR Roman Khudyakov in December 2013 it was proposed to introduce the death penalty for terrorism, pedophilia and inducement to drug use. According to the proposed bill, the death penalty should apply to convicted of terrorism, pedophilia and inducement to drug use in the case if it resulted in the death of two and more persons. In addition, the Deputy proposed to introduce the death penalty for the perpetrators of traffic accidents that have resulted in massive loss of life.

Background

The moratorium on the death penalty operates in Russia since 1996, after the country’s accession to the Council of Europe. 16 April 1997, Russia signed Protocol No. 6 to the Convention for the protection of human rights and fundamental freedoms, concerning the abolition of the death penalty. The last time this sentence was enforced on 2 September 1996.

FSB: the cause of the crash A321 was a terrorist attack

The A321 aircraft companies “Kogalymavia” carrying out flight Sharm El-Sheikh to St Petersburg, crashed on 31 October after about half an hour after departure. The wreckage was found about 100 km to the South from the administrative center of the province of North Sinai city of El Arish, near the settlement of El Hasna. All aboard 224 people were killed.
