CEC member: the number of violations at elections in Russia decreases


In a single day of voting last year, the number of substantiated reports of violations amounted to about 15% of the incoming calls, said CEC member Sergei Danilenko.

MOSCOW, 18 Nov. In the period of preparation and holding of the unified voting day on 13 September 2015 to the Central election Commission of the Russian Federation has received more than 1.5 thousand appeals on violations of election legislation was confirmed just over 10% of these complaints, despite the fact that last year the proportion of confirmed cases was 15%, said CEC member Sergei Danilenko.

“During the preparation and carrying out of uniform day of voting the Central electoral Commission has received and considered 1587 references. Confirmed the facts of violations in 170 cases, thus the total number of substantiated complaints amounted to little more than 10% of the number of students enrolled,” said Danilenko on Wednesday at the presentation of the so-called “Green book” — a book containing the information about violations during the election campaign the single voting day on September 13, 2015.

A CEC member noted that in a single day of voting last year, the number of substantiated reports of violations amounted to about 15% of all calls received. The highest number of applications this year, he said, came from the Republic of Tatarstan, Nizhny Novgorod region, the Moscow region, the Samara region, but they have confirmed only a small proportion of complaints.

Meanwhile, St. Petersburg has received 30 applications, of which the facts of violations were confirmed in 19 cases, from the Chelyabinsk region 49 complaints, of which 15 were confirmed, in the Krasnodar region of the 56 complaints of violations confirmed 13.

Appeals were received from the representatives of political parties and candidates, electors, deputies, members of election commissions, representatives of state bodies and bodies of local self-government.

“The most active applicants among representatives of political parties were the representatives of the parliamentary parties — the CPRF, LDPR and “Fair Russia”, has received a total of 97 cases, in the 14th year there were 318 complaints,” — said Danilenko, noting that the majority of complaints are from non-parliamentary parties were received from the representatives of Yabloko, the party “Will”, “Russian party of pensioners for justice”.

Most of the requests to the CEC concerned the illegal, according to the plaintiffs, decisions of election commissions and officials (688 cases). There were also issues concerning the nomination and registration of candidates and lists (282 references), violations of pre-election promotion (210 cases last year such cases was 365).

Danilenko also presented the statistics of applications submitted to the election commissions of subjects of the Russian Federation. So, last year the number of such requests was more — 2222 (confirmed 192 cases), during the election campaign this year — 1963-treatment (confirmed 186).

He noted that to date, the portion of applications that were received and the CEC and the election commissions of the subjects under discussion in the judicial and law enforcement bodies. “As I recall, another 12 cases in the judiciary and I think 56 in law enforcement, which are carried out quickly-investigative actions and respectively not taken a decision”, — said the member of the Commission.
