ST. PETERSBURG, November 18. /Corr. Svetlana Afonina/. Vnesheconombank is definitely in need of recapitalization, but its potential is clearly less than the sum of 1,5 trillion rubles, announced in the media.
This opinion was shared by former Minister of Finance of the Russian Federation, Chairman of the Committee of civil initiatives Alexei Kudrin.

“VEB has a real problem with capital. In this sense, some amount of it needs to be capitalized. How, how much, at the expense of the budget or not is the big question. I would, in General, in the future moving to increase the share of the private sector in web, this can be done through investments, private. But now, in the moment, it’s difficult,” Kudrin told journalists after the conference, the Calvert Forum in St. Petersburg.
In his opinion, need to figure out the scale of the needs of the Bank. “The figure is not called, because we do not understand it. It is clearly less than one and a half trillion”, – said Kudrin.
On the eve of the Deputy Chairman of state Corporation Andrey Klepach said that the VEB needs a capital increase worth up to 500 billion rubles.

Medvedev: VEB is supposed to focus on major investment projects
Earlier, the Minister of economic development of Russia Alexei Ulyukayev at the APEC summit told reporters that the recapitalization of VEB will be substantial, but probably less than 1.5 trillion rubles.
As reported, the political decision to support the state Corporation has already been made, the state must within a week to decide how it will be. Help options are under active discussion with financial authorities and representatives of the Bank.

VEB is the second year shows a loss. According to IFRS, loss of Vnesheconombank group in 2014 amounted to 250 billion rubles. In the first half of this year loss of the Corporation amounted to 73.5 billion rubles.
The Bank’s assets for the first half of this year amounted to 3.85 trillion rubles.

The first option is the recapitalization through Federal loan bonds. However, it can be used to a limited extent or not involved at all, said the Russian presidential aide Andrei Belousov.
Another way was voiced by the first Deputy Minister of Finance Tatyana Nesterenko: the state may redeem the debt of the Bank.
Three options called Minister of economic development of Russia Alexei Ulyukayev. According to him, it is possible to transfer distressed assets to the Bank balance of the state or the establishment of a special Fund, which could attract funds from the market under the state guarantees. Do not rule out the sale of highly liquid assets of the Corporation, which include ADR “Gazprom”.
