The state Duma will consider a bill regulating the financing of media


The document proposes to require the media to notify Roskomnadzor of foreign financing within 30 days from the date of its receipt.

MOSCOW, 20 Nov. The state Duma will consider in I reading of the bill, obzyvali Russian media to notify Roskomnadzor about the receipt of foreign funding.

The draft law was initiated by Vadim Dengin, Alexander Yushchenko and Vadim Kharlov. The document obliges Russian media to notify Roskomnadzor of foreign financing within 30 days from the date of its receipt.

For violation of this requirement provides for fines ranging from 30 to 50 thousand rubles for officials, and for legal entities — in the amount of cash received or the value of the property received. Repeated violation of this rule shall be grounds for the termination by court of activity of mass media. The only exceptions are the advertising revenues.

Previously profiled the state Duma Committee on information policy recommended the draft law for adoption. When the bill the head of Committee on information policy Leonid Levin emphasized that the document did not contain any prohibitions and restrictions, it is only to inform about the Declaration of facts of foreign funding of the media. According to him, discussions about the alleged infringement of freedom of speech have no justification.

However Levin drew attention to the desirability of the second reading to consider the non-proliferation obligation to notify on the receipt by the publishers and editors of the media revenue from the distribution of their products.

The head of Committee considers excessive to introduce the norm on the obligation of media to publish on the front pages of information about the receipt of foreign funding.
