MOSCOW, November 20. The Chairman of the Federation Council Valentina Matviyenko is confident that life imprisonment is a sufficiently weighty punishment for terrorists.
“I’m against the death penalty, I think life imprisonment is even more rigorous and severe than to deprive a person of life,” – said Matvienko in interview to TV channel “Russia 24”.

Valentina Matviyenko sees no need to change the Constitution of the Russian Federation, to be able to revoke the citizenship of convicted terrorists. “Such proposals were voiced, but they are contrary to our Constitution. The citizen of the Russian Federation may not be deprived of citizenship”, – said the speaker of the Federation Council.

Matvienko: legislative measures to combat terrorism is needed, but without “emergency”
Matvienko acknowledged that “the question is like this, it needs to be discussed”, but stressed that “it can be implemented… only on the condition of amending the Constitution”. “What I didn’t do,” said the speaker.
She noted that French President Francois Hollande has proposed to revoke the citizenship of only those terrorists who have two passports.
The proposal on depriving terrorists of Russian citizenship was also expressed during the joint meeting of the state Duma and the Federation Council from a few parliamentarians. So, the leader “Fair Russia” Sergei Mironov believes that Russia should “go the way of France and to deprive of citizenship those who were on the side of “Islamic state” (banned in Russia as a terrorist organization)”. The head of the Federation Council Committee on defense and security Viktor Ozerov told about the suggestions made by the participants of the visiting meeting of the Committee in Ingushetia, that “Russian citizens travelling abroad to participate in terrorist operations, were deprived of citizenship, and their relatives received a ban on leaving the country.”
However, experts on constitutional law explained that this would require amendment of the Constitution of the Russian Federation. “No, (the deprivation of nationality) is contrary to the Constitution,” said, in particular, the head of the Federation Council Committee on constitutional legislation and state construction Andrey Klishas in response to the question, whether the adoption of such measures as punishment for terrorism.
On the establishment of the Tribunal for condemning the crimes of terrorism
According to Matvienko, the international Tribunal for conviction of the crime of terrorism shall be established on the basis of the decision of the UN security Council.

The speaker believes that the Tribunal must be “established by a number of countries,” and it “must be a decision of the UN Security Council to give effect to the Institute.” Matvienko believes that the Tribunal itself may act “on the basis of the UN”.
