The agreement relieves the carriers of the signatory countries from paying fees and charges related to the possession or use of vehicles and use of roads, stated in the explanatory Memorandum.
MOSCOW, 24 Nov. The economic Committee of the Federation Council on Tuesday recommended the chamber to ratify the agreement between the governments of the States of the Shanghai cooperation organization on the creation of favourable conditions for international road transport.
According to the Deputy head of the Committee Valery Vasiliev, the agreement was signed in September 2014 between Russia, Kazakhstan, China, Kyrgyzstan, Tajikistan and Uzbekistan. The document creates favorable conditions for international road transport, simplify and harmonize documentation, procedures and requirements of the SCO countries.
The agreement relieves the carriers of the signatory countries from paying fees and charges related to the possession or use of vehicles and use of roads except payments on toll roads, bridges and tunnels. Russia will free the carriers of the SCO entered from November 15 levy on heavy trucks. It is expected that annual losses of the Russian Federal road Fund will not exceed 5 million rubles.
The transportation will be carried out strictly along six routes specified in the Annex to the agreement. The main stream of international flights will go in the direction of Barnaul — Urumqi (China) and St. Petersburg — Orenburg — Sagarchin (on the border with Kazakhstan). These routes should open no later than 2020.
The document prohibits carriers of one country to carry traffic between points in other countries (cabotage road transport). There is, therefore, the current mechanism of protection of interests of domestic carriers in the domestic market, said Vasiliev.
The implementation of the agreement will contribute to the facilitation of the issuance of visas, border, customs, transport, phytosanitary and veterinary control during international transport operations. The parties plan to develop and implement joint programmes and investment projects development of transport corridors. “These measures are aimed at creating a common transport system of the member States of the SCO, which corresponds to modern foreign policy strategy of Russia”, — said the Senator.
The implementation of the agreement will create conditions for strengthening trade and economic ties between the SCO countries, realization of transit potential of Russia and development of international transport corridors, has signed Vasiliev.
