Speech on the topic of “Gazprom” is not, it is necessary to increase transparency and reform the gas market in Russia, said Deputy head of FAS Anatoly Golomolzin.

MOSCOW, 29 Nov. The presidential Commission on the fuel and energy sector commissioned to develop the concept of gas market development in the Russian Federation, which must contain the main directions of further reforming of the market, said the Deputy head of FAS Anatoly Golomolzin.

“It is more correct to speak not about section “Gazprom”, and restructuring and enhancing transparency. There is an order of the presidential Commission on fuel and energy complex on the development concept of gas market development. It should contain the main directions of further reforming of the market,” Golomolzin said in an interview to “Rossiyskaya Gazeta”.

“The allocation of gas transportation, as is the case for oil transport and electricity transmission, may be one step the further development of the gas market and may be discussed within the concept of gas market development”, — he added.

The idea of separation of gas concern on the activities in the upstream segment and the midstream — discussing for quite some time. Once again this topic was raised by Rosneft in July: the company proposed to 2025 to distinguish from “Gazprom” gas transport capacity and gas storage into a separate company.

Golomolzin also said that in accordance with the agreement on the EEU it is necessary to take the concept of the common gas market of the countries — participants of the Union. “Of course, it should be discussed, including having a concept of development of the domestic gas market. And she, in turn, should contain the main areas connected with reforming this market,” he said.

“In Russia now there is a system of transgaz who do not hold property. They are hired by Gazprom. And this creates difficulty in ensuring a level playing field. The essence of our proposals is to give transgaz property to set a single tariff for gas transportation for independent companies and for companies of the group of persons of “Gazprom””, — said Golomolzin.

He noted that this will be the numbers of real services and real property, not paper stats, which then turns to consumer-specific costs. “This is a top priority”, — said Golomolzin.
