MOSCOW, 30 Nov. The state Duma Committee on budget and taxes supported the amendments proposed by the faction “United Russia”, the draft Federal budget for 2016 to the second reading on the allocation of up to 310 billion rubles of budgetary credits to the subjects of the Russian Federation.
On Monday, the head of fraction of United Russia in the state Duma Vladimir Vasilev has informed that deputies have prepared the following changes that were previously reflected in the decree of the state Duma on the adoption of the draft budget for 2016 in the first reading in the EP recommendations. In General, the voting on the draft of the Federal budget will be held on Monday evening.
According to the text of the approved amendments United Russia party members the second reading, in 2016 the subjects of the Russian Federation facilities to 310 billion rubles of budgetary credits to partially cover deficits in their budgets, for covering temporary cash gaps, as well as for activities connected with liquidation of consequences of natural disasters and technogenic accidents. In the first reading was allocated 140 billion rubles.
Out of the total 240 billion rubles will be transferred to the regions in early 2016. “For the first time in the history of our fiscal system 240 billion rubles from them, the regions will receive from the beginning of the year. Increased credit support cheap loans to the regions at the rate of 0.1%. And the average rate on commercial loans to regional budgets exceeds 12%, we make these loans,” – said the head of the budget Committee Andrey Makarov.
In addition, the creation of new jobs in schools for the elimination of the third shift it is planned to allocate 50 billion rubles. On budget expenditures on compensation of separate categories of citizens (invalids of the first and second groups, families with children with disabilities) paying the fee for capital repairs is allocated 5 billion rubles. About 43 billion rubles are directed to support the programs of the Crimea and Sevastopol, including to balance their budgets (about 20 billion rubles), construction of the Crimean railway (6.8 billion rubles).
For the state support of the agricultural sector amendments to the second reading stands at 9.2 billion rubles in subsidies to timber enterprises of the Far East — 2,2 billion rubles in subsidies “RUSNANO” on the reimbursement of payment for the construction of the European x-ray free electron laser — 2.8 billion rubles. The amendments also increased by 1 billion rubles funding, MSU Lomonosov, and also 1 billion roubles — St. Petersburg state University. It is planned that the second reading of the draft Federal budget will be held on December 2, third on December 4th.
