The government limited the admission of foreign medicines in public procurement


MOSCOW, December 2. The Russian government has tightened the rules of admission of foreign medicines in public procurement. In the Cabinet of Ministers emphasize that the measure “is aimed at development of domestic production of medicines, and the effect of regulations applies only to public procurement of medicines”.

The Ministry of health to determine interchangeability of drugs by 2018

“The customer must reject all submissions containing proposals for the delivery of drugs originating from foreign countries (except member States of the Eurasian economic Union), provided that the participation in the definition of supplier submitted at least two bids that meet the requirements of the procurement documentation and shall include proposals for the supply of drugs, countries of origin which are member States of the Eurasian economic Union”, – stated in the document published on the website of the Cabinet of Ministers.

The resolution “limits for procurement for state and municipal needs medicinal preparations included into the list of vital and essential medicines”.

The document States that “limitations shall not apply until 31 December 2016 in the procurement of drugs originating from foreign States in respect of which the territories of the member States of the Eurasian economic Union is the packaging of drugs, if the placement of notices on procurement of medicinal products before the entry into force of the decree, and the procurement of drugs customers operating in the territory of a foreign state, to ensure their activities on this territory”.

Signed the decree on the limitation of state purchases of foreign medication can affect prices to the downside, told journalists the Minister of industry and trade of the Russian Federation Denis Manturov.

The Ministry proposes to restrict the supply of foreign medical devices for procurement

“If we are talking about when it comes into force 7 days after the date of signing,” he said.

According to him, the adoption of this document will affect the price of drugs “only to the downside”.

The decision to restrict foreign procurement of medicines includes about 600 drugs, also said Mantrov.

“Just – 608 drugs (specified in the resolution – approx. ed.), 282 names – where two or more manufacturer (Russian – approx. ed.)”, – said the Minister.
