MOSCOW, 2 Dec. The state Duma on Wednesday passed in the second and third readings the law on amendments to the law on parliamentary control.
This summer, the state Duma considered a law in another editorial, by autumn, the deputies modified the document and excluded from the text a number of amendments to existing ones.
In particular, the law now provides that during consideration of bills on the Federal budget the state Duma in the framework of the preliminary parliamentary control will be to review data on objects of capital construction, newly included in the project of the Federal address investment program (FAIP), only with their date of construction, estimated cost, availability of design and estimate documentation with positive conclusion of state expertise.
In addition, the list includes a positive opinion on the reliability of the assessment of the estimated cost of capital construction project and decision on granting of land plots for construction.
In addition, in the second reading approved the amendment introduces the obligation of the Federal bodies of state power to introduce in the state Duma a report on the implementation of the state program of the Russian Federation (FTP) in the event of early termination of its implementation. “It’s a question of how to act for the state programs, Federal target programs, which wears off. Some stop completely, others move to new state program. In this case we propose to adopt a rule which requires that in the event of early termination of the programme have to submit to Parliament a report on its implementation”, — said at the plenary session the head of the Duma Committee on budget and taxes Andrey Makarov.
