The Governor of the polar region has postponed the introduction of the law on communal benefit


The law envisages the establishment of citizens with the same preferential status as the same size of IKV regardless of the size of expenditures on rent, said the Murmansk Governor Marina Kovtun. She noted that the law shall enter into force from 1 January 2016.

MURMANSK, 3 Dec. Murmansk region Governor Marina Kovtun instructed to postpone the introduction of the law, which involves the establishment of residents with the same grace the same status of monthly housing and utility payments regardless of the size of expenditures on rent — due to the decrease in the General level of incomes of the population, reported the press service of the regional government.

The Governor directed the Ministry of social development of the region to prepare amendments to the law, which provides for a fixed amount of monthly housing and utility payments (IKV) preferential categories of citizens, adopted by the Murmansk regional Duma on 3 July 2015. We are talking about moving the date of the entry into force of the law for one year.

“The law envisages the establishment of citizens with the same preferential status as the same size of IKV regardless of the size of expenditures on rent. It shall enter into force from 1 January 2016”, — said the press service.

According to the Governor, it’s been over four months since the adoption of the law, and the situation has changed. “We have statistics that show a decline in the General level of incomes. I go to meetings with people, I have received complaints by e-mail, where area residents — our countrymen are being asked to review this norm,” explained Kovtun.

In addition, the head of the region reported that currently in Federal law that will adjust all benefits to various categories of citizens. Since its appearance needed to be brought into conformity with the Federal norm of the regional law.

She explained that the main objective of the act was the transition to the principle of need — support to citizens with low income. This task, according to the head of the region, the law decides, but the new order infringes upon interests of inhabitants of rural areas.
