MOSCOW, 4 Dec. The state Duma adopted in the first, basic reading the bill, which exempts from introduced in 2012 payment for capital repairs of single pensioners aged 80 years.
The bill was introduced in July by a group of deputies from “Fair Russia” led by Sergei Mironov and the head of the Duma Committee for housing and communal services Galina Khovanskaya. He was later joined United Russia.
The paper proposes to enshrine the rights of regions to liberate owning premises in apartment houses of lonely pensioners aged 80 years and older from payment of contributions for capital repair — to have the opportunity to maintain their standard of living.
“United Russia” the second reading is going to be amended to extend the exemption for fee for major repairs. In EP propose to reduce 50% payment for the repair for disabled people heavier first and second groups, for families with disabled children and for singles, under the age of 70 years. The party leadership added that the Federal budget already includes funds to compensate the regions incentives for the repair.
Khovanskaya told reporters that the bill will be passed in the second and third readings expeditiously.
“In the summer we knocked on every door and tried to get this decision. And finally, our persistent, systematic work has borne fruit. We have reached an understanding on one of the most pressing issues in the housing sector today. When such an understanding is, we are always ready to work on new legislation together with deputies of other fractions, if necessary, to compromise”, — Mironov has commented on the adoption of the draft on first reading.
In December 2012, a law was passed providing for the establishment of regional systems of major repairs of common property in apartment buildings by the owners. The first regional systems began in 2014. To create a systems overhaul regions should adopt a program overhaul, install the contribution of owners and to create operators who drive these contributions. The residents of apartment buildings may choose the method of payment for major repairs on the special account at home or on the account of such a regional operator.
