The Federal Antimonopoly service sent a December 7 letter addressed to the head of “Gazprom” Alexey Miller, where he listed the violations of carrying out procurement under the project “Power of Siberia” and asked to renegotiate the terms of the purchase.
MOSCOW, 11 Dec. Gazprom has not yet responded to a request from the Federal Antimonopoly service (FAS) on the tender for the construction of the gas pipeline “Power of Siberia”, said the head of FAS Igor Artemyev.
“Not yet, not replied,” said he, answering the relevant question.
The FAS on Monday, December 7, sent a letter to the head of “Gazprom” Alexey Miller, where he listed the violations of the conduct of procurement 156 billion rubles for the project “Power of Siberia” and asked to renegotiate the terms of the purchase. Artemyev said that the FAS waits for a response of “Gazprom” to the letter, and in the case of no reply “will think what to do next”.
The Deputy head of service Andrey Tsarikovsky on Thursday reported that the FAS within 7-10 days will make a decision whether to initiate an Antimonopoly case on this purchase.
“Gazprom” on November 30 has announced an open request for proposals for the selection of General contractor for the construction of four sections of the pipeline Power of Siberia (the Lena — Salicilizma; Salicilizma — Olekminsky; Olekma — Amginsky and Amginsky — Nemirsky) length 822,1 kilometers. Total amount of purchases unprecedented 155,9 billion rubles. The results will be announced on 18 December.
In “Gazprom” then explained that the decision to hold a single tender for the construction of 822 kilometers of the gas pipeline “Power of Siberia” “turnkey” due to the optimization cost: the construction cost of the pipeline linear part was on average 5% below the cost of construction of the first sections.
