The Supreme court of the Russian Federation submitted to the state Duma a draft law on decriminalization of several articles of the Criminal code. Need to reduce the prison terms for economic crimes, increase the penalties, said the Deputy Rafael Mardanshin.
MOSCOW, Dec 14. Member of state Duma Committee on civil, criminal, arbitration and procedural legislation Rafael Mardanshin allows extension of list of articles of the Criminal code, which will be decriminalized.
Earlier, the Supreme court of the Russian Federation submitted to the state Duma a draft law on decriminalization of several articles of the Criminal code, in particular, it is proposed to introduce administrative liability for assault, threat of murder or infliction of grievous bodily harm, malicious evasion from payment of means for the maintenance of children or disabled parents, use of falsified document
“This list of articles, probably, it will be possible to expand. I fully admit that the list of articles will be expanded. Because there are criminal code provisions that it would also be possible to decriminalize,” said Mardanshin.
He believes that this may relate to articles of the criminal code regarding crimes in the economic sphere.
“Even the “Fraud” part two is a considerable amount of damage — provides for an imprisonment term up to 5 years. A significant amount of the damage is from 2.5 thousand rubles”, — said the Deputy.
In his opinion, is necessary to reduce terms of imprisonment for economic crimes, increase the penalties. “If for the first time will be subject to administrative responsibility, I believe it’s right,” said Mardanshin.
“Such compositions as “Illegal entrepreneurship”, that is connected with the theft — there is the same situation as with fraud. It happens that people for a small theft — for example, in a supermarket on 3 thousand roubles — has a real chance of imprisonment. Immediately apply in such cases, the maximum norm of the criminal code is not quite correct”, — believes the parliamentarian.
