Putin approved the strengthening of parliamentary control over the budget


According to the amendments to the law “On parliamentary control”, the role of parliamentarians in shaping the Federal budget will be strengthened.

MOSCOW, Dec 15. The President of Russia Vladimir Putin signed the bill on amendments to the law “On parliamentary control”, which enhance the role of parliamentarians in shaping the Federal budget, the corresponding document published on the official portal of legal information.

In early December, the state Duma adopted the bill in the second and third readings.

The law States that in the consideration of bills on the Federal budget the state Duma in the framework of the preliminary parliamentary control will be to review data on objects of capital construction, newly included in the project of the Federal address investment program (FAIP), only with their date of construction, estimated cost, availability of design and estimate documentation with positive conclusion of state expertise.

In addition, the list includes a positive opinion on the reliability of the assessment of the estimated cost of capital construction project and decision on granting of land plots for construction.

Also establishes that the Ministry of economic development on a quarterly basis submits to the state Duma before the 30th day of the month following the reporting period, information about changes to the FTIP for the current fiscal year and planning period. The law comes into force on 1 January 2016.
