The process of corporatisation

He also noted that “Mail of Russia” will be technically ready for corporatisation by the beginning of 2016.

However, he said that the government of the Russian Federation does not put the task on the privatization of mail of Russia. Corporatization is, according to Strashnov, change of ownership, the company will remain public.

The creation of the online trading platform

Strashnov said that “Mail of Russia” is considering creating e-Commerce platform for the export of Russian goods, the timing of its creation is not defined.

“We consider such possibilities, because our representation in Russia is the highest, providing services almost 90% of the population. Therefore, this channel may be the main from the point of view of penetration,” said Strashnov. He added that opportunities for the creation of such a site “mail of Russia”. At the same time, according to him, the timing of the creation of such a platform is not defined.

The head of the company noted that “Mail of Russia” is exploring how its platform can this format be supported. At the same time, according to him, the company may become only one of the sites operating in Russia in this direction.

“We have no specific timeframe for the establishment of such platforms on foreign players, although today we “manned” platform with a limited number of Russian companies,” said Strashnov.

“The promotion and sales of commodity groups is not the task of mail,” he added.

Harmonization in the EEU rates of duties within e-Commerce

Also the head of “mail of Russia” stands for harmonization in the EEU rates of duties and taxes in the framework of Internet Commerce to prevent illegal flows of goods.

“It is very important to harmonize these rates. Single rate within the EEU is needed, otherwise it will overflow. “If the Union someone will be more stringent rules, someone more advanced, respectively, the flow will go through the countries with more attractive conditions,” said Strashnov.

He added that a possible reduction in the threshold duty-free e-trade from the current €1,000 to, for example, €150, will not lead to any restrictions for use by the citizens of this channel of shopping. “Given the average cost of items on cross-border exchange, €1000 or €150 – this is not about that. That is, no restrictions will not be here,” said Strashnov. The Eurasian economic Commission (EEC) is discussing changing the system of levying duties on online purchases. One of the options is the introduction of a fee on the parcel a customs value over €150 and weighing more than 10 kg. in addition, for parcels valued below €150 it is proposed to introduce a fee of €22-25.
