MOSCOW, 16 Dec. The state Duma adopted in the second, mainly reading the draft law, which provides benefits for older persons and persons with disabilities with the payment of contributions for capital repairs.
The bill was introduced in July by a group of deputies from “Fair Russia” led by Sergei Mironov and the head of the Duma Committee for housing and communal services Galina Khovanskaya. He was later joined representatives of other factions.
The bill gives the regions the right to release singles of Russians aged 80 years and older from payment of contributions for capital repairs and the right to provide a 50% discount for single people over 70 years of age. Provides 50% reimbursement of the fee for persons with disabilities is more severe in groups I and II, as well as for families with children with disabilities.
The bill, if adopted, would enter into force on 1 January 2016.
The Deputy head of the Duma Committee for housing and communal services Pavel Kachkaev (EP) said, the privilege will affect nearly 3 million people. “According to Rosstat, in Russia pensioners living alone about 2.7 million people,” he told reporters.
“The second amendment, which is introduced in article 17 of 181-FZ, on the disabled of I and II groups and disabled children. According to Rosstat, it 8.432 person, for them there is a 50% discount on payment of contributions for capital repairs”, — he added.
Kachkaev explained that the benefit is calculated based on the minimum contribution for capital repairs in the region of 1 square meter and on a regional standard area of the premises used for the calculation of housing subsidies. The mechanism of benefits will be developed in two ministries: the Ministry of labour and Ministry of construction of Russia. “The number of certificates necessary to receive the credit for the repair will be minimal,” he said.
In December 2012, a law was passed providing for the establishment of regional systems of major repairs of common property in apartment buildings by the owners. The first regional systems began in 2014. To create a systems overhaul regions should adopt a program overhaul, install the contribution of owners and to create operators who drive these contributions. The residents of apartment buildings may choose the method of payment for major repairs on the special account at home or on the account of such a regional operator.
