The bill fixes the right, status and social guarantees for employees of the state fire service. It provides for mandatory employee relations on a contract basis, competitive selection of candidates.

MOSCOW, 19 Dec. The government of the Russian Federation submitted to the state Duma a bill on the Federal fire service, until recently, the Agency was guided by position about service in bodies of internal Affairs of the Russian Federation from 1992.

“The bill will allow to raise efficiency of legal regulation of social relations in the sphere of professional activity of employees of the Federal fire service of State fire service”, — it is told in accompanying documents to the bill.

As noted earlier, state Secretary — Deputy Minister EMERCOM of Russia Vladimir Artamonov, the draft defines the Federal fire service as a kind of Federal state service, because the chairmanship is exercised by the Federal Executive body in the field of fire safety, and financial security is an expensive obligation of the Russian Federation.

According to Artamonov, in particular, the bill commits the order, the status and social guarantees for employees of the state fire service. The law establishes social guarantees and employee benefits of the Federal fire service compensation from the state.

Agency staff are entitled to housing and health resort provision of and payment for the purpose of reparation, flea and food security as well as pension payments, explained the state Secretary. Under the bill, employees are saved for special ranks of internal service, saved time of service in assigned special ranks. Fixed systematic approaches to mapping spezzani with military ranks and cool ranks of Federal public civil service and other types of civil service of the Russian Federation.

The bill provides for mandatory employee relations on a contract basis, competitive selection of candidates, the possibility of rotation of certain categories of employees after six years of tenure. The concept of “contract” that determined the form and timing of its action, regulated the issues of testing at the entry level in FPS, transfer to another position and other personnel issues. A separate Chapter is devoted to the promotion, imposition of disciplinary sanctions, including for corruption, the organization of official inspections.
