The expert Council of the Institute of development Internet (IRI) proposed by 2020 to translate the computers of employees in all municipalities of the country on domestic software (SW). Proposals for the formation of long-term program of development of the Russian segment of the Internet and related industries is presented on Monday at the first forum “the Internet economy in 2015.”
In the first phase (September 2016) the Ministry of communications and the Ministry of Finance proposed to develop a scheme of transfer of municipal customers in the domestic, by January 2017 will need to prepare appropriate amendments to the legislation.
Also in January 2017, according to IRI experts, you must start a pilot project to transfer municipal customers in the domestic in the municipalities with population up to 10 thousand people, and in January 2019 to begin to scale the project to the municipalities with population up to 100 thousand people.
In addition, IRI offers by the end of 2016 to realize the potential of providing state services and municipal services on any site that is authenticated using the unified public services portal (UPSP). For this purpose it is proposed to establish a single electronic profile of the citizen through the integration of information from various databases. Thus it is necessary to establish a system of identification and authentication of clients using public information systems when performing legally significant transactions (banks, Telecom operators, insurance companies). It is also proposed to realize the opportunity for non-governmental organizations enrolling clients in state information systems, ensuring their identification and authentication.
In addition, it is proposed that by July 2016 to form the interdepartmental Commission on questions of enforcement of the extrajudicial restrict access to sites containing illegal information.
