MOSCOW, December 21. Russia bans from 1 January 2016, the import of agricultural products, raw materials and food, country of origin is Ukraine. It is the RF government decree published on the official website of the Cabinet of Ministers.

“From January 1, 2016 ban on the import into Russia of agricultural products, raw materials and food, country of origin is Ukraine”, – stated in the explanatory note to the document. The government also noted that “the decision is aimed at extending the special economic retaliation against Ukraine”.
Earlier (in August 2014 and June 2015) resolution of the government provided that in relation to Ukraine ban on the import into Russia of agricultural products, raw materials and food, country of origin is the Ukraine, which applies “from the date of entry into force of item 1 of government resolution dated September 19, 2014 “On introduction of import customs duties in respect of goods, the country of origin is Ukraine”, but not later than 1 January 2016.

The European Union and Ukraine adopted a decision on implementation from 1 January 2016 the economic section of the Association Agreement with the European Union.
Therefore, the current decision made by the Cabinet amended a previous ruling from June 2015, where it is written that “in relation to Ukraine this prohibition applies from 1 January 2016”.
Thus, from January 1, 2016 ban on the import into Russia of agricultural products, raw materials and food, country of origin is Ukraine.

December 21 at the meeting with Deputy Prime Ministers the Prime Minister of the Russian Federation Dmitry Medvedev has informed that has signed the decree on the introduction of most favored nation treatment (MFN) instead of the Treaty on free trade zone with Ukraine, as well as the use of counter-sanctions against this country from 2016.

The Prime Minister reminded that earlier the President of Russia has signed the decree about stay of action in respect of Ukraine to the Treaty on the free trade zone, according to which all Ukrainian goods, except sugar, were imported to Russia without customs duties.
“Now this situation in the past. This decision was made due to the fact that Ukraine has stated that starting in 2016 implements the economic part of the Association agreement with the EU. In these conditions we need to protect our market and our manufacturers and to prevent import under the guise of Ukrainian goods from other countries,” he said.
Response to sanctions against Russia
The Prime Minister recalled that in August 2015 Moscow extended the counter on the number of States – Iceland, Norway, Liechtenstein, Montenegro, Albania, with a ban on the import of agricultural raw materials and food.

However, in Ukraine the reservation was made, that against her will be the sanctions if Kiev will consider Russia’s interests in the implementation of the agreement with the European Union. Since Ukraine adopted a decision on the implementation of the Association agreement with the EU without considering the interests of the Russian Federation, from 1 January these measures will be extended to that country, Medvedev said.
“We have told the Ukrainian authorities that the implementation of the economic part of the Association agreement with the EU affects our interests and creates a risk of economic security for our country. Were conducted several rounds of negotiations, but they have not given, – he said. – Both Ukraine and the EU not ready to sign a legally binding agreement that would take into account the interests of the Russian Federation”.
