MOSCOW, December 23. The state Duma on Wednesday to the sounds of the state anthem of the Russian Federation has completed the autumn session of the lower house.

“The autumn 2015 session of the state Duma adjourned,” – said the speaker of the Duma Sergey Naryshkin.

This session was the penultimate for the sixth convocation of the state Duma. In September 2016 will take place to elect new members of the lower house of the Russian Parliament. Thus, current deputies will continue to run only one parliamentary season.

The last spring session of the state Duma of the current convocation will begin after the Christmas holidays and will be completed in mid-summer.

In his speech to the deputies on the results of the autumn session of the chamber, Sergei Naryshkin said that the West did not heed the appeals of the Russian Federation on creation of the antiterrorist coalition.

“We took their (Deputy) statement on the need for the immediate establishment of an international anti-terrorist coalition, however, is responsible behaviour of the West and see shulerskih games with the rules of the International monetary Fund, and the new extension of the so-called sanctions,” Naryshkin said.

“As a result – another loss of time another artificial procrastination with this very complicated resolution of the Ukrainian crisis”, – stated the speaker of the state Duma.

Moreover, he said, “in less than two years (since the coup d’etat – ed.) our neighbor, a state with 40 million people, the state of European culture and continental legal traditions have turned into such a legal absurdity”. “It’s hard not to notice that the political-oligarchic groups in Ukraine is becoming more and more ugly forms, not only in the meeting room of the Verkhovna Rada of Ukraine and meetings with the President of the country,” said Naryshkin.

The speaker believes that, “if 20 years ago Russia joined the Council of Europe, (that) we should more actively use legal institutions to draw attention to the violation of human rights on the continent and the increasing marginalization throughout the Kiev authorities”. He recalled that the state Duma working group on analysis of Ukrainian legislation preparing a “concise legal report” for a year and a half, during which conducts its monitoring. “We will turn it into the European mainstream, where still able to perceive the facts, at least judge them sensibly to help the Ukrainian people to return to the path of the rule of law,” said Naryshkin.

About the legal system

According to Naryshkin, the decision to give the constitutional court the right to determine the enforceability in Russia of a decision reached at the interstate level, it was necessary and inevitable.

“Seeking guarantees of equal cooperation, the deputies gave the constitutional court the authority to determine the enforceability of the decisions made at the international level on complaints against Russia. This step became necessary and inevitable after a series of politicized and questionable in its justness of the decisions of the European court and other international judicial bodies,” – said Naryshkin.
