MOSCOW, 23 Dec. The state Duma on Wednesday will consider in the second reading a bill to increase responsibility of participants of the market of tourism and legal protection of tourists traveling abroad.
Previously the state Duma Committee on economic policy recommended that the lower house of Parliament to adopt in the second reading the draft. Third reading is expected next year.
The document prepared by the government of the Russian Federation due to the frequent suspension of activity of tourist companies in 2014 in Russia. Then from mid-summer 2014 has suspended more than a dozen Russian travel agencies, including large — “Neva”, “Expo-tour”, “Labyrinth”, “Intaer”, “Solvex-Tour”, “southern Cross”. Russian Union of travel industry reported that from July to September 2014 due to the suspension of activity of tour operators have suffered about 130 thousand Russians.
In most cases, the insured responsibility of tour operators on all did not suffice. The amount of damages claimed by the Russian insurers on bankruptcy of travel agencies in the summer of 2014, exceeded 4 billion rubles.
Contributions
The bill differentiated the contribution of the Association “Turpomosch” — reserve Fund of tour operators working in sphere of exit tourism.
So, for tour operators with the number of tourists traveling no more than 10 thousand a year will pay 50 thousand, 100 thousand — 100 thousand. Tour operators serving less than 100 thousand but not more than 500 thousand tourists a year will have to pay a fee of 300 thousand rubles, major tour operators with the number of tourists for 500 thousand people — half a million rubles.
In addition, the size of the entrance fee in “Turpomosch”, he will make 100 thousand rubles.
Another bill proposes the establishment of the annual contribution to the Fund personal liability of the tour operator. Its size will amount to 1% of the total price of the tourist product in the field of outbound tourism over the previous year. The maximum size of the Fund personal liability is 7% of the total price of the product.
“We factored in the business proposal about the reduction of maximum contribution to the Fund personal liability: it decreases from 10% to 7%,” — said the head of Committee of the state Duma Anatoly Aksakov. For beginners of tour operators who are doing their first steps in the field of outbound tourism, the contribution to the Fund determined in the amount of 100 thousand rubles.
As explained by Aksakov, the Fund is designed to redress the tourists due to non-operators of their obligations. The volume of financial guarantees for tour operators will be 3% from the total price of the tourist product in 2016 and 2017 — 5%.
Other changes
In addition, the amendments would give the Federal Agency the right to establish the procedure of classification of tourist industry: hotels, ski slopes, beaches and other. It is also planned that he will establish the procedure of accreditation of organizations, to classify such objects.
According to the document, the bill also provides for the mandatory issuance of tourist prior to travel (not less than 24 hours) tickets for round-trip and document reservations.
Tourists must be informed about volunteer opportunities to insure other risks arising while traveling. He also has the right to receive a copy of the certificate on including information about the tour operator in the register. But the activities of tour operators, are not included in the registry, actually proposed to ban.
