In a letter to the President outlined three main initiatives of the expert Council, in particular, it is proposed to extend the validity of trial by jury for very serious crimes.

MOSCOW, 23 Dec. Expert Council of the presidential Commissioner for entrepreneurs ‘ rights has developed three major proposals for the humanization of criminal legislation in the economic sphere, which will be set out in a letter to Russian President Vladimir Putin, told business Ombudsman Boris Titov.

“We have three main proposals that will be outlined in a letter to the President. First, to extend trial by jury for very serious crimes in the 22nd Chapter of economic Criminal law. Second, you need to make a new article in the 22nd Chapter of non-compliance of commercial contracts and other crimes in the entrepreneurial activity”, — said Titov.

Under the third proposal, the investigator will be required to obtain the consent of the Prosecutor for the arrest of the businessman, he said.

“Legislation is often used as a good tool for weaning the property, property, business… criminal case, immediately withdrew the credit”, — said business Ombudsman.

Earlier Putin in his address to the Federal Assembly said that the Prosecutor’s office should actively use the tools of quality control of the investigation. The President also called for increased independence and objectivity of the judicial process, strengthening the role of the Institute of chartered and expanding the number of offences which he may consider.
