MOSCOW, 24 Dec –. The Russian President Vladimir Putin on Thursday at the government House to hold a final in this year meeting with the Cabinet of Ministers, the press service of the Kremlin.
“During the meeting the head of state will discuss topical issues of development of the country and congratulate the members of the Cabinet of Ministers a happy New year”, — stated in the message.
The final meeting of the President and Ministers have become a tradition. As a rule, they are the President evaluates the work of the government and identifies a number of priorities for the next year.
Prime Minister Dmitry Medvedev has summed up the preliminary results of this year within the framework of a television interview to Russian TV channels. He noted that anti-crisis plan of the government in the current year worked, and Russia will overcome all difficulties in 2016.

The agenda of the meeting
According to the press service of the Cabinet of Russia, the meeting will consider various questions, including questions about the volume of issue of government securities in 2016, the distribution of subsidies to budgets of constituent entities to support measures to balance the budgets of the subjects who reached better results in socio-economic development of territories by the end of 2014.
In addition, it will address the amendments in some acts of the government of the Russian Federation (in regard to appointment and dismissal by the government Deputy heads of Federal services and Federal agencies subordinate to the Federal ministries); the question of the formation of the organizational Committee on preparation and holding of the III World military winter games 2017 in Sochi.
Just at the meeting will consider the 23 question.
The crisis management plan and substitution
“If we talk about my grades, I can say that the anti-crisis plan worked. He allowed us to endure the most difficult period this year. And almost all areas that we have identified as most important, this plan has brought result,” said Prime Minister Medvedev.
Part of the crisis plan failed to accomplish, he said, will be postponed until next year.
As noted by the Chairman of the government, has resulted in largely neutralizing the impact of external factors on the Russian economy.

The budget and the oil price
The state Duma adopted the law on the budget only in 2016 due to the high volatility of financial and commodity markets. Traditionally, the main financial estimates of the country was approved for three years. The lower house of Parliament in recent times refused a three-year budget planning during the crisis in 2008.

Speaking about agriculture, the President noted that Russia in this area has made a breakthrough, and by 2020, the need to fully provide domestic market with domestic food. According to him, Russia can become the world’s largest supplier of healthy, organic, quality food.
“To accomplish such ambitious tasks, it is necessary to focus resources to support primarily those farms that are highly efficient. It is on these principles should guide the agriculture development programme”, stressed the President.
The head of state said that should seize idle lands from unscrupulous owners and sell them at auctions, the relevant law should be adopted in autumn 2016.

The fight against terrorism
