Moscow. December 29. “Gazprom” has cancelled the tender for 822 km “Power of Siberia” at 156 billion rubles, the company said.
As reported, a record volume for the history of its purchases “Gazprom” announced on 30 November. The maximum price for the construction of “turnkey” 822 MG km “Power of Siberia” (of 207.7-1029,8 km) determined at 156 billion rubles. The decision to hold a tender of this magnitude “Gazprom” have explained so: “To optimize costs, ensure the proper quality of work performance and formation of a unified centre of responsibility a decision was made to select a single contractor for the entire range of activities that must be performed to ensure the transportation of gas.”
The head of the Federal Antimonopoly service Igor Artemyev on December 7 sent a letter to the Chairman of the Board “Gazprom” Alexey Miller, where he put forward claims to the terms of the tender for the construction of 822 km of the gas pipeline “Power of Siberia”.
FAS is not found within the tender documentation the design documentation; decided that the company incorrectly shaped lot and set excessive requirements to applicants; uses of immeasurable requirements to procurement participants; and a list of 23 “eligible” banks for performance guarantees for contractors limits the number of bidders.
Previously it was also reported that in a row on the other half of the route went without a competition “Stroygazmontazh” Arkady Rotenberg.
